How this differs from a tax lien list

The two get used interchangeably and they are not the same. A delinquent owner has missed payments and is on the county’s books as owing. A lien is the further step where that debt has been formally recorded and, in many places, sold to an investor. Delinquency comes first.

That difference changes the call. A delinquent owner often has more time and fewer people contacting him or her, so the conversation is calmer — but the urgency you are relying on with a lien list is not there yet, and some of these owners genuinely intend to catch up.

Why it is worth working anyway

Volume, and less competition. Every wholesaler in a market pulls the lien list; far fewer work delinquency systematically, and the ones who do are usually reaching the owner months before anyone else does.

It also surfaces a category the lien list misses entirely: owners who could pay and simply are not, because the property has stopped being worth the trouble to them. Out-of-state landlords with a bad tenant, heirs splitting a house nobody lives in, an owner who moved and never dealt with it. Those are motivated sellers who would never appear on a distress list.

What is the difference between tax delinquent and tax lien?

Delinquent means the owner is behind on property taxes. A lien is the recorded claim that follows if it stays unpaid — and in many states that lien is then sold to an investor. Delinquency comes first, so a delinquent owner is generally earlier in the process and under less immediate pressure.

Do these owners know they are on a list?

Most know they are behind. Property tax delinquency is public record in essentially every county, so the information is not private, but many owners are surprised anyone is looking at it. Treat it as something you happen to know rather than something you are confronting them with.

Is a delinquent owner likely to be in a hurry?

Less so than a lien or pre-foreclosure owner, and it is worth going in expecting that. What you gain in exchange is a bigger pool and far fewer competitors calling the same person.
