What a list provider gives you
You choose criteria and buy the matching owner records. It is the oldest model in this industry and it still underpins most direct mail campaigns.
The records are accurate about what they claim — ownership, mailing address, loan and equity data. What they cannot tell you is whether the person wants to sell, because nobody has asked him or her.
The part we do before selling it to you
We buy that kind of data too. Then we skip trace it, text the owners, and throw away the ones who do not answer — which is the overwhelming majority. What is left is the list you actually wanted.
Every lead is sold once, to one buyer, and comes off the board when it is claimed. There is no tier where the same seller goes out to five people.
The real comparison is cost per conversation
Per record, a bulk list is dramatically cheaper than $5. Per conversation with a seller who is interested, it is usually not, once you count the mail or the messages or the hours of dialing that stand between the list and a reply.
Work out what your last campaign cost you per interested seller. That is the number to compare against $5, and it is the only comparison that means anything.

How many records does it take to get one interested seller?
That depends entirely on the list, the market and the message, and anyone who quotes you a universal figure is guessing. The point of the comparison is that you should measure your own — cost per interested seller is the number that decides which model is cheaper for you.
Is a $5 lead expensive?
Compared to a record on a bulk list, yes, by a lot. Compared to what it costs to produce one reply from that list, generally no. Which framing is right depends on whether your constraint is money or time.
